Hi Mary, there is already an interesting discussion about hems down in the comments. The religious mix in Africa is very complex: islam, christianity and many local beliefs. You can't obviously design for all. Just by entering in google 'islamic women dress code' you get a bunch of different and sometimes contrasting answers. My advise is to design "sober" and take into account that, in most cases, variations will be done locally depending on the specific school religious mix.
In the post with the student with the UN uniform, the head scarf is obviously added by her parents. In the other post they made an attempt incorporated into the uniform. I will also pass your question on to UNICEF. Thank you.
